子曰：“为政以德，譬如北辰，居其所而众星共之。”
The Master said: When one rules by means of virtue it is like the North Star--it dwells in its place and the other stars pay reverence to it.
'Virtue' translates de德， a key ethical term with a range of meanings that shift with context. The vague term 'virtue' is an imperfect fit, but flexible enough to serve.
